Ordinary freight has one clock: the delivery deadline. Cold chain freight has two, and the second one, the product's own stability budget, does not negotiate. A biologic outside its temperature range, a vaccine past its excursion allowance, fresh product past its window: the loss is total and often invisible until the moment of use, which is the worst possible place for a supply chain failure to surface.
This changes the optimization problem in kind, not just in degree. Every routing decision consumes two budgets simultaneously, time and thermal exposure, and the two trade against each other in nonobvious ways. The faster routing through the hotter transshipment point may be worse than the slower one through controlled infrastructure. The direct flight with a 4-hour tarmac exposure may be riskier than the connection through a certified cool chain facility. A planner cannot see these trades without a model that carries thermal state, and its uncertainty, alongside location state.
Excursion risk is a distribution
Temperature excursions are probabilistic events with fittable structure: this lane, this season, this handling agent, this packaging configuration carries this excursion distribution, learnable from logger history. Once fitted, the distribution becomes a routing input like any other cost. Stochastic optimization then does what it always does: routes high-value, low-stability product along low-variance paths, spends packaging and monitoring budget where the risk actually concentrates, and quantifies the residual risk on every plan so quality teams sign off with numbers rather than hope.

Truth as infrastructure
Cold chain also raises the evidentiary bar. Regulators, payers, and patients need to know the chain held, which makes the sensor and event stream part of the product. The same telemetry that proves compliance feeds the estimation loop that makes the next plan better. In cold chain, truth is not just a data quality aspiration. It is the deliverable, and networks built around that fact turn a compliance cost into a learning advantage.
